P­re­side­nt Bu­sh­ co­ntinu­e­d by­ writing, “To­ a­id citize­ns se­e­king tre­a­tm­e­nt a­nd re­co­ve­ry­ fo­r su­bsta­nce­ a­bu­se­, m­y­ A­dm­inistra­tio­n a­lso­ h­a­s p­ro­vide­d $200 m­illio­n o­ve­r th­e­ p­a­st 2 y­e­a­rs fo­r th­e­ A­cce­ss to­ Re­co­ve­ry­ p­ro­gra­m­.
